Trade is an important driver of economic growth and development. Many countries have taken steps to simplify trade procedures and to use digital technology to implement risk management systems to facilitate trade. However, progress has been halting and has yet to make a difference in many countries, especially in the Pacific. Yet, for many countries that have invested heavily in the reform and modernization of customs administration, the results achieved in reduce clearance times have at times been very impressive. As a region we can learn from this.
Similarly, like the ebbing tide uncovering rocks at the sea bottom, the progressive reduction of tariffs has revealed the importance of barriers to trade across the Pacific. Some of these are inherent in doing business across borders. Many are inflicted by policies or the lack thereof. Policy induced nontariff barriers are very diverse in nature and have an incidental impact on trade.
