Supporting Women’s and Youth Voices in the Marshall Islands
October 16, 2026
Majuro, Marshall Islands

Pacific Development Consulting is supporting stakeholder engagement, communications, and branding for the Women and Youth Skills, Empowerment and Resilience (WYSER) Project in the Republic of the Marshall Islands.

Implemented by the Government of the Republic of the Marshall Islands and financed by the Asian Development Bank (ADB), WYSER aims to improve the economic participation, empowerment, and resilience of women and youth through investments in infrastructure, services, skills development, and institutional strengthening.

A key project activity is establishing a Women and Youth Center. The Center will provide a hub for training, services, networking, leadership development, and empowerment activities.

Pacific Development’s role focuses on helping the project engage communities and communicate clearly. This includes developing a stakeholder engagement and communications plan, preparing practical communications tools, and providing training and mentoring to the Project Management Unit and key stakeholders.

Women, youth, community representatives, government agencies, and project partners will help shape the Center’s visual identity through consultations and a participatory design process. Their values and aspirations will inform its branding and outreach materials.

Meaningful participation begins with listening. Through this work, Pacific Development seeks to support local voices, strengthen communications capacity, and contribute to a shared Pacific aspiration: greater opportunities for women and young people to participate in economic and community life.
