Pacific Development Consulting Ltd. (PDC) has been engaged, in partnership with global consultancy Steer, to advise the Government of Vanuatu and the International Finance Corporation (IFC) on long-term financing and delivery options for Vanuatu’s main airports under a potential public private partnership (PPP) arrangement.

The assignment will focus on Bauerfield International Airport in Port Vila, Pekoa Airport in Santo, and key domestic airports in Tanna and Malekula, building on the Airports Vanuatu 2024 Masterplan. The work will help Government prioritise an indicative multi-year investment program, including urgent safety-critical works, capacity upgrades, and longer-term improvements to support tourism, connectivity, and economic growth.

Working closely with IFC and Airports Vanuatu Limited, the PDC–Steer team will review and refine the airport masterplan, validate high-level capital cost estimates, and identify phased investment options. The team will also assess a focused set of PPP and non-PPP delivery models, including hybrid approaches that blend public and private financing.

The project deliverables will provide the Government with an evidence-based view of viable financing and operating models for the country’s airport network.
