Pacific Development Consulting Announces Completion of CRIM Digital Service Delivery Assessment for UNCDF

Pacific Development Consulting Ltd. is pleased to announce the successful completion of its assignment with the United Nations Capital Development Fund (UNCDF) to assess and design a digital service delivery roadmap for Vanuatu’s Department of Civil Registry and Identity Management (CRIM).


Commissioned under UNCDF’s Pacific Digital Economy Programme (PDEP), the assignment aimed to address the challenges faced by rural citizens in accessing CRIM services—such as birth registration, marriage certificates, and national IDs—due to the manual, paper-based processes currently in place.


The Pacific Development team conducted a comprehensive review of CRIM’s service workflows, assessed the department’s readiness for digitization, and consulted with key stakeholders. The final outputs include:


  • A mapped architecture for digitized service delivery

  • Technical specifications for online application and payment integration

  • A practical roadmap for phased implementation


The proposed digital system will enable citizens to apply and pay for services online, minimizing the need for costly and time-consuming travel to CRIM offices. The architecture is designed for mobile accessibility, integration with the National Civil Registry and compatibility with local mobile payment networks such as Vodafone and Digicel.
